Why the gov make a law to those people that are keep having babys to make them take a trade??? ?

All they doing is having babies?? If they want help its fine but wen they have 2,3,4 kids??? They need to hae more responsability?? They are getting paid anyway..they need to learn a trade to get independable..i dont think that there is no reason not to work or go to school.or be volunteer for the city they live at.??????
