Should parrents be required by law to teach their children how to behave?

This is what they should teach cos when they're that young they don't know how to behave.They should teach them that when you go to an amusement park you have to ride the rides,you can't solve conflicts through threats and violence,and you hae to keep your hands to yourself no matter how much someone is arousing you.I believe that iof a child commits a crime as a result of his parrents failing to discipline him that he should be incarcerated for no longer than 25 years and should be givin education until he gets a ph.d so that he can work with other roubled youth to make sure that they don't make the same mistake he did.however oif the victim dies he should be execued give him the education and then after he helps other troubled youth execute him.
